For the first time in weeks, Florida's Governor spoke publicly about how the state plans on handling this latest surge in Covid-19 numbers. .
The Governor says the state will not shutdown or fine businesses who fail to comply with CDC guidelines.
The problem is, Orange County's Mayor Jerry Demmings says his team will be handing out costly fines for CDC violators.
Tickets, he believes will stand up in court.
